In the face of expanding scale of the airfield operation, the traditional ramp operation and management concepts and management tools will face great risk. Most of the airport control tower in our country, took the aircraft ramp operation and management responsibilities. CAAC advised the transfer of aircraft ramp operation and management to airport administration for the ramp control innovation and, which brought two main problems, one is how to clear the responsibility of control area, and the other one is how to establish the procedure of ramp control transfer. The former problem is the basis of the latter one, while the latter one is performance of the former. To overall evaluate the ramp control transferring program after the job of aircraft ramp operation management of transferring to airport management is completed, this paper analyzes the main characteristics and main problems of transfer of ramp control work.The main research work of the dissertation includes the following several respect:1. This paper combed the procedure and command system of ramp operation management and reconstructed "one central and more assistant" command system of ramp control and work process of ramp control on the base of theory of business process reengineering.2. Defined the attributes of ramp transfer zone and the proposed methods of transfer zone planning and control zone planning. Use the weighted Voronoi diagram and monitor workload of controller to do exploratory research about methods of control zone division.3. Proposed ramp transfer zone planning method and ramp control transfer procedures in the procedures of airport ground control. This paper also discussed the standard of communication between controllers and controller with the captain in the procedures of airport ground control.4. Proposed the methods to test the reasonableness of ramp control transfer procedures. This paper defines the ramp transfer system as a classical M/M/C queuing services system and also give the advised the number of transfer zone based on the relationship between queue length and the number of transfer zones which is provided by the simulation. It also pioneered a computer program to test the control zone subordinate uniqueness of taxiway and the length of transfer buffer.5. This paper also proposed the model of multi-Agent controller-behavior model and then compared the average coordination number, average taxi time and the average delay time parameters of four scenarios after stimulation. Finally we selected the optimized scenario of ramp control transfer procedures.
