Gate is an important part of the container port, general settings in the port and road junction. It is the only way when container truck entering and exiting the container port, it is also the cut-off of division of responsibility between port operators and the freight company. Gate handles container business when container in and out of the port, for example, documents review and send-receive, informing the location of the container, recording the truck and container information, there are trucks to wait in line in front of the gate often, that will affect port traffic, and then, has a directly influences on efficiency of the container port logistics system, so improving the service level of the gate, easing the queuing congestion is of great significance for efficient operation of container port.This paper introduced the basic layout of container port and the basic process of truck in and out of the gate, combined with the queuing theory, determined the evaluation indexes of gate's service level, then combed the domestic and foreign research related to gate's number and the measures that improved the service level of gate. Due to the truck arrival and the gate's service time is random, the number of trucks waiting in front of the in gate and the out gate is unbalanced sometimes, a direction is in jams, but the through capacity is redundant in the other direction, in order to balance through capacity, we learn from the experience of convertible lanes in city traffic, put forward a new method to improve the service level by setting the variable gate, adjusting the gate's number automatically according to queuing length of In/Out gate, the intelligent gate named variable gate in this paper.We build the variable gate operating system simulation model by Arena, and set up judgment standard about gate direction and scheduling rules when there are more than one variable gate. Simulating the influence of different truck arrival rule to the service level and the operation of gate under the different number of variable gates, overall considering evaluation index and operating costs, we can decide the optimal number of variable gate. Through the simulation study, we may safely draw the conclusion that the variable gate has significant effect for alleviating congestion. It is even better than extending the gate, providing another solution to improve the gate's through capacity. The research achievements of this paper can provide the basis for designing variable gate quantitatively and balancing through capacity.
