The thermal power construction is a complicated project, related to the contract,organization, entity, process and many other subsystems. There are various types ofinterface between subsystems, and there are all kinds of contradictions, disputesbetween these interfaces, so these discordance lead to the budget increases, includedirect cost, measures cost, on-site management cost and company management cost.And also lead to the engineering loss increased. At present, the project does’t have agood connection between different building stages, the interface obstacles cannot bewell solution. Which often makes project cost is out of control. In recent years, in thefield of power engineering construction in our country, there are more and moreconstruction projects, the scale is also growing, from hundreds of millions, to billions,or even to tens or hundreds of billions. How to scientific distribute the project cost, tomake these projects obtain the largest economic benefits and social benefits in the mosteconomic way, is one of the core problems which need urgent solution.The article based on the EPC thermal power project practice in our country,combined with the interface and interface management theory, comprehensivelyanalysed the interface problem and set up cost management interface system. At thesame time, the artical has a comprehensive analysis of the interface obstacles inthermal power project cost in EPC mode, and detailed analyses the causes leading tothe interface obstacles. Secondly, establish the project cost interface recognition andmanagement procedure, and propose solutions and measures aiming at differentinterface obstacles in the EPC project.Again, this article analysis from the systematic, scientific, independence, the combination of qualitative and quantitative,pertinence, flexibility,and built a interface management evaluation index, and useentropy technology and analytic hierarchy process to determine the index weight. Atthe same time, using the method of combine grey clustering and fuzzy clustering toconstruct a EPC cost interface management evaluation model. Finally, apply theproject cost interface management model to The Shenhua Xinjiang Zhundong2*350MW power EPC general contract project, to verify the rationality and thescientificity of the evaluation model.The EPC thermal power project cost management interface system constructed inthis paper and the analysis of the interface obstacles and reasons for EPC, can givesome good cost control guidance to the general contractor.The interface managementmeasures and methods based on the EPC thermal power project can help the generalcontractor to control the actual project cost. The EPC thermal power project levelinterface management of construction cost evaluation index system and model canprovide decision for the EPC investors, also can help the EPC contractor to improveproject cost control, to find a sustainable development way and built a suitable projectcost interface management model.
