With the reform of the management system of China's power industry and market competition system, and promote the process of electricity market, diversification of investment in electricity, construction investment system reform, foreign advanced management mode of power plant construction projects in the domestic power plant infrastructure in fast widely used. Major power plants in order to meet fast-growing demand for electricity load, continued to increase investment in power plants, the power generation projects continue to be launched. Improving the quality of construction projects is an important way to improve the market competitiveness of the enterprise to lay a good foundation for the safe, efficient and stable operation of the power plant in the future.Project quality management and project progress, cost management are also important.When the quality and progress, cost conflicts, and even more should be the quality of the first.Construction of thermal power plants with a large investment project complexity,difficulty and other characteristics of quality management, project quality management is particularly important, the future is directly related to the power plant unit safe, efficient,stable operation and investment. With the revision and improvement of the management of the quality common failing of the initial construction project to carry out standard production evaluation, a first-class activity, from the project quality control, to electric power construction to the implementation of the new level of six criteria, this a series of practices are greatly promotes the continuous improvement of China's thermal power project quality.Thus,for thermal power construction project quality management study has some practical significance.This paper is based on the background of the two phase expansion project of Ninghai power plant.According to the project quality management requirements and objectives, the Ninghai power plant two expansion project quality management is studied.This paper first describes the background of the topic, research significance, and research status at home and abroad, and summarizes the research ideas and methods of this paper;secondly, briefly explain the definition of project quality management, thermal power construction project quality management theory and evaluation the theories and methods for evaluation of Ninghai power Plant Phase II expansion Project quality Management has laid a theoretical foundation; then the status of Ninghai Power Plant project quality management analysis, including profiles of the project, as well as thermal power project quality management presence the problems and causes. Finally, from the civil works, installation works and commissioning of three pilot projects in Ninghai Power Plant Project Quality Management established a quality evaluation system, using structural entropy method to determine the weight of each index re-evaluation system, and then use the gray comprehensive evaluation method conducted a comprehensive evaluation of the project.According to the evaluation of the quality of Ninghai Power Plant expansion project for unresolved issues put forward some measures to optimize the quality of management, not only for the Ninghai Power Plant Phase III expansion project to provide a certain reference value, but also for improving the quality level of similar projects with reality significance and positive reference value.
