Building energy efficiency standard is the basic document on the control of building energy consumption. Under the influence of the oil crisis in the 1970s, the United States began to take measures for the control of energy consumption in all walks of life. China also issued<the civil building energy-saving design standard> in 1986, beginning the energy consumption control of residential buildings, and afterwards specified the requirements of non-residential civil buildings in 1993 by publishing<the civil building thermal specifications>, which is of great importance to the energy efficiency of public buildings in the process of Chinese economic development.In America, the standard is varied according to the different situations in different states, among which California developed the country's most strict building energy efficiency standards and is imitated by other states. In as early as 2003, the Chinese State Economic and Trade Commision went to America (especially California) specially for the training and emulation of building enegy efficiency In China, different provinces also has different enery saving standards. Among different areas, LiaoN ing province lays across the cold and severe cold region, the study of building energy efficiency design in which can well represent the situation in Chinese northern area. Meanwhile, the author also study and work here, knowing well about the local Standard.Therefore, the standard of Liaoning province and California is systematically compared in this thesis. The article is divided into six chapters, including four parts as follows.The first part (chapter 1 and 2) states the research background, significance, status, methods, the framework and the structure of the thesis, of which the second chapter is a deep interpretation of the relevant concepts.The second part (chapter 3) mainly discusses the different climate characteristics in the two places and the features of public building energy consunption.The third part (chapter 4 and 5) studies the public building energy efficiency design in the plan level and technical level, which are required in the standard.The fourth part (chapter 6) summarizes the whole paper.
