At present,with the increasing emphasis on energy conservation,emission reduction and sustainable,green development concept,building energy efficiency work has been unprecedented development.With the development of urbanization and the constant improvement of people's comfort requirements,the quantity and construction standards of public buildings are becoming higher and higher,and the energy saving work of public buildings has become the focus of construction energy saving.In the process of continuous development,the emphasis is on the energy saving of new public buildings to the existing public buildings,and the management of energy saving from the mere use of technical materials to the operation of buildings.According to the state's deployment and the province's own needs,since 2015,Shandong province has carried out the work of public building energy consumption quota formulation in Shandong.Through the formulation of energy consumption quota quantitative indicators,it will improve the building owners' energy conservation consciousness,urge the energy conservation transformation and energy-saving operation management,reduce the existing public buildings energy consumption and improve the building energy efficiency level.From the existing public building energy consumption quota index system of the whole project process of 17 city in Shandong province,the article studies on the technical method of survey data quality and quota formulation,to ensure the quality of the final and the feasibility of actuality.According to the characteristics of Complex personnel,Complicated steps and lots of units in this project,the paper adduces a method of project management,to control the whole project process.According to the project objectives and customer requirements,it lays down the design and planning of the overall energy consumption limit project,and completes the design of project organization structure and WBS work breakdown work.Through the design and process control survey of energy consumption,it ensures the quality of survey data.Through the comparison of different limited methods,it is eventually using statistical quota and the quota for energy consumption index method to calculate the limit of public buildings.Strengthen data quality control in the process,the establishment of public building energy consumption survey of three level audit system using the PDCA cycle theory,and monitor the survey data processing and research methods,to ensure quality and improve work efficiency.There are many types of public buildings,differentclimate conditions and different types of energy usein Shandong Province.In view of different regions,types and functions of public buildings,it is necessary to formulate their respective reasonable energy consumption quota indicators.In the process of formulating the quota of energy consumption of existing public buildings,Shandong province stresses the quality of index,follows the principle of rationality,fairness,timeliness and feasibility.According to the distribution law and energy composition of the existing public buildings in 17 prefecture level cities,the four level index system of energy consumption quota is established by Using AHP.According to the type of building,it is divided into 4 first level indicators — office,hotel,mall and hospital.According to the nature of the owner,the construction units,scale or function and other special factors of construction,it is divided into 11 second indicators.According to the winter heating mode,it is divided into 5 third indicators,which are "heating energy consumption"(Using boilers or municipal heating,unit:kgce/m2"a);The use of air conditioning heating in winter is divided into two "total building energy consumption"(unit:kWh/m2·a),A and B;Hospital buildings added two "bed energy consumption" indexes,D bed energy consumption(for air conditioning cooling and heating,unit:103kWh/hb·a),and E bed energy consumption(for air conditioning cold,unit:103kWh/hb·a).Finally,2 fourth level indexes,the constraint value and the advanced value,are formulated.This article through a variety of management methods and tools in the project management system,has achieved the overall control of the quota research project,and used quota level method to Calculate the limiting value and advanced value of statistical limit of public building energy consumption in Shandong Province.Through the verification of technical quota,it is determined that the energy consumption limit index conforms to the actual situation of Shandong Province.Compared with the national standard,the energy consumption quota index system of public buildings in Shandong has determined.Through the implementation of this project,It is proved that project management has good applicability for large,inter organizational and complex research projects,and provided a good management experience for future similar project research.
