With the gradual recovery of the global economy, the infrastructure construction is becoming prevalent and the global construction market's demand is also increasing, promoting by strategic decision of the Belt and Road Initiative, Chinese companies speed up the steps of entering into the international construction market. The growing competition ofthe international market is increasingly fierce, so Chinese companies need to improve their project management level constantly, and connect international and advanced project management practice in order to gain a foothold in the overseas markets. The project cost control is an important part of project management, and the effective cost control is a necessary condition for overseas market benign development. Therefore,Chinese companies must improve their cost control management level if they want to go out of the country.This paper takes S project in India of A company as an example using the r esearch method combined of theoretical studies and actual case analysis. This paper firstly introduces the current basic methods and theories of project cost control. and it mainly analyzes project cost control system and the main problems from the constru ction company side, and improves the management mechanism, internal control mechanisms and incentive mechanism based on project cost control system. On the basis of the cost control from the bidding period, project construction period and completion settle ment period, which built cost control system of S project of A company. Finally, through by the application of WBS, earned value method in the project cost control methods in order to achieve the purpose of cost control.The main contents of this paper are: Chapter One: describes the background of the study; Chapter Two: defines the concept and method of cost control; Chapter Three: analyzes S project in India of A company cost control problems and their reasons; Chapter Four: optimizes S engineering project cost control scheme; Chapter Five: compared to effect of the project cost control through the Earned Value Method.
