Study On The Cost Control Of Municipal Pipeline Construction Project

In recent years, Municipal engineering construction has brought great social benefits and economic benefits to the society. The 13 th Five-year plan has put forward to continuing to increase the construction of urban infrastructure and building Infrastructure system in modern cities. Municipal pipeline project cost control requires of the full use of limited resources and the maximum play of the project function. At the present stage, most of the municipal construction enterprises in China have not yet adapted to the modern social market economy. So,on the current and future,carrying out the municipal engineering project cost control has a strong urgency.This article analyzes the cost of the engineering project during the whole process of project. In view of the problems of cost control, the characteristics of municipal pipeline project are analyzed and discussed. Using the methods of management science, mathematical analysis, theory and case study puts forward the measures of cost control during the lifetime of the engineering project.The paper begins with the background of the research, raised the question that the paper going to study. At the same time, the contents,research methods, technical routes and dissertation of thesis research is described in detail. Chapter two reviews literature and comment on the research. In the bidding phase of municipal pipeline project, the project cost is modeled and predicted by the grey system theory, and the price is determined according to the database. So that the contractor could increase the winning probability. In the construction preparation stage, using the method of value engineering, combined with expert survey method, the construction scheme of analysis and comparison, we choose the best construction scheme. Comprehensive balance quality, schedule, cost,meanwhile, using the grey forecasting model of metabolic cycle predicts the construction stage of every next month’s settlement price. Thus the contractor obtains the forecast cost information of next month, after cooperates with construction’s progress payment on time, makes the work plan of this month’s, to ensure that the month’s construction cost can be completely under control.This article results for municipal enterprises to improve cost management, and will accelerate the establishment of a modern enterprise management system, also provides theoretical guidance and instance argument basis.
