In the context State Gird Corporation of China's pursuing “A three set of five”, which stands for intensive management in human resources, financial resources, material resources and large scale movement in programming, construction, operation, overhaul and production, Inner Mongolia State Grid Corporation began the polit construction work of integrated system in regulating and controlling. Alxa Electric Power Company seizes the opportunty to do the job of integrated construction of dispatching and controlling.Alxa power grid cover an area of 27 square kilometers, jurisdiction 70 substations.In recent years, with the development of integrated automation system of the transformer station and construction of unattended substation speeding up, it is necessary to restructure the managing mode of dispatching and operating, reduce the operation link and increase the efficiency of real time control of power system operation.In the context of regulation and control integration system of Alxa power grid, this paper designs and studies the system overall. Firstly, it analyses the current situation of Alxa Power grid and existing problem and shortage of present dispatch automation system, analyses the development of dispatch automation system at home and abroad, proposes the nccessity of regulation and control integration system construction of Alxa power grid. Then, based on the construction requirements of dispatch technology support system of smart grid, it explicitly states the design goal, overall plan, system design, functional requirement and the key technical indexes of integrated system in regulating and controlling of Alxa power grid. Next, combined with the require demand of Alxa power grid, it fully discusses hardware structure and configuration of integrated system in regulating and controlling, system software and technology realization that supported the software. In the same time, this paper studies corresponding organizational structure and management of the integration of dispatching and supervisory control. Finally, it discusses the upcoming follow-up work of the construction of integrated system in regulating and controlling and proposes the direction of problem.Through this research, this paper can provide some reference and basis for other region grid's building and upgrading of the regulation and control integration system and management in the future.
