Irresistible external factors such as blizzard, storm, flood, fire, earthquake, landslide, mud-rock flow and other natural disasters much more likely damage the date network of power company, so it is one of the most important issues concerned by company that all networks of information transmission and storage can get restoration in time and then makes sure of the recovery of data information of company. Disaster-tolerant construction of electric power communication can improve the disaster response capability of power grid, and can ensure that the grid communication get recovery timely during moments of disasters and electric power communication information can be transmitted safely and reliably in the system.Grid system plays an important role in national economy construction and social lives, and that breaking-off of grid system will dramatically attack the production of enterprise and daily lives of people, thus it is the goal of disaster-tolerant construction to make sure grid system continually providing uninterrupted service, or guarantee the recovery of power supply in the shortest possible time after the disasters. Disaster-tolerant system construction of electric power communication is to improve the ability of communication network to resist disaster and recovery, to enhance the reliability of communication network, to improve the anti-jamming ability of network.According to the relevant requirements in the documents of State Grid Corporation of China, and in order to carry out the twelfth-five-year Telecommunications Network Planning, disaster-tolerant construction programme designed in this article makes change, adjustment and improvement of communication network architecture, channel organization, and device configuration of State Grid Baoding Electric Power Supply Company(SGBEPSC) on the basis of the existing communication network. The programme in this article builds the secondary convergence point of SGBEPSC, so the communication network can get a reliable and safe construction to respond to disasters. In such network construction, the communication service such as the grid dispatching data, the dispatching telephone, the information data and the control capability to communication network won't be affected.
