With the demand for the global energy saving and emission reduction, building energy conservation has become the hot issues and global problems, and China’s existing building stock, energy saving potential of existing buildings for energy saving is effective way to reduce energy consumption in buildings, especially energy-saving reconstruction of existing public buildings. Along with the country’s efforts to guide and promote, building energy saving has become a focus of energy-saving work, so the energy saving technology research, energy saving diagnosis and effect analysis is particularly important, but diagnosis and effect of energy saving for the determination of research is still relatively weak, especially energy-saving effect evaluation of uncertainty is very common, which seriously restrict the further development of energy-saving renovation work, this paper for Chongqing existing public buildings in recent years data of energy consumption and energy saving transformation of the implementation of research, in order for the subsequent construction of energy-efficient transformation provided for reference.Firstly collected energy consumption platform in Chongqing in recent three years upload 297 building construction item energy consumption data, carries on the statistical analysis, analysis of each type of Chongqing existing public buildings as a whole with level, partial and partial power ratio, that is Chongqing existing public buildings of the main electricity, which provides the basic data for the transformation of energy-saving lighting socket with electricity and air conditioning electricity. In the study found that different functional uses of public buildings, the energy level difference greatly, which mall building energy consumption level was the highest, followed by hotels, health and comprehensive building, office and cultural and educational level of building energy consumption is relatively low and the same function is used in construction can level there is a big difference, every type of building are part of the construction of the energy consumption is significantly higher, the focus of energy saving should be placed in the high energy consumption buildings.Then in Chongqing city completed 113, an area of about 4.2 million square metres of public building energy-saving demonstration project of transformation were summarized statistics, and focus on the envelope, lighting system, air conditioning system, for distribution system and indoor electrical equipment and other major energy-saving technological transformation to carry out test and theoretical analysis research work, induction summary of main technical transformation, the transformation of the object and the main influencing factors, and the operating effect after the transformation of the typical energy saving transformation project of research and testing, summarizes the problems existing in the transformation of energy-saving.Then, focus on the central air conditioning inverter technology(including chilled water pump, cooling water pump and terminal fan frequency conversion) energy-saving principle and effect analysis, including frequency control mode and improved air conditioning efficiency index(host performance coefficient, cooling water system and cooling power transmission unit volume power consumption) analysis, according to the actual energy saving the assessment work, discusses three kinds of frequency converter energy saving amount determination method: A. automatic monitoring system, it can be directly calculated hourly energy consumption, and can be integral on the annual energy consumption of water pump and fan frequency conversion transformation, transformation of the former energy consumption by using a product average input power of pump and fan power frequency operation with years of running time, and then the year before and after the transformation of energy consumption can be obtained by subtraction of energy saving; when the B. frequency transformation of the temperature control, frequency conversion After the energy consumption calculation using the formula E’=∑(Ni*ti)= N∑(ηi3 ti), as long as the determination of loading rate can be obtained results, transformation of energy consumption with the product of the average input power of pump and fan frequency operation and operation time, then before and after the transformation of energy subtraction can get energy saving; C.
