Green traffic is a low pollution, which is conducive to the urban environment diversity of the harmonious transport system, in the mitigation of urban traffic congestion, reduce urban pollution plays an important role. Recently, the Ministry of housing, the national development and Reform Commission, the Ministry of Finance issued on the strengthening of urban pedestrian and bicycle traffic system guidance, according to the views of the city center city of Ningbo city walking and bicycle sharing rate should reach 55% or more.As a kind of green transportation, bicycle has the characteristics of low price, flexible, energy saving, maintenance and simple. It is effective to reduce energy consumption and speed up the construction of ecological civilization. Bicycle travel through and motor vehicle travel connections, such as bicycle and bus transfer, bicycle and urban rail transit transfer and so on, can realize the starting point to destination easily reach, the advantage of the traffic at the end of the further highlights.Based on domestic and international literature research and related city case analysis, this paper puts forward the basic framework of the public bicycle rental system and the layout principle of the public bicycle rental system in Ningbo city. Based on this, the paper puts forward the recommended point and the configuration of the service points. Also, with the development of urban development and public transport, the function of Ningbo city bus system is put forward.
