At present, the civil aviation industry of China as a whole is growing rapidly, especially in the eastern coastal areas. Airport groups including The Yangtze River Delta, Pearl River Delta and circum-Bohai Sea area have new airports and new routes, which means that the terminal airspace network beconmes more complex. The operation mode of the current single approach can not meet the development of multi-airport terminal area.In terms of the designation of terminal area airspace, relatively mature research is concentrated in the designation 2D sector, obviously, which is insufficient to the more and more complex terminal airspace. Therefore, the designation of 3D terminal area is the direction of research.Based on the previous research results, firstly, summarize and analyze the problems of terminal area airspace of China and experience of foreign countries in the development of aviation terminal area. Proposed consolidated TRACON and its applicable standards as the new form of muti-airport terminal area. Give a judgement model for establishment of consolidated TRACON with AHP.Secondly, for a particular terminal airspace, method of 3D sector designation for terminal area is proposed based on the heat degree of Heatmap. By heat calculation, designate higher and lower sector.Then, based on the improved region growing algorithm, a two dimensional sector designation method is proposed.Finally, respectively, through the model selection of terminal area of the Yangtze River Delta region, as well as 3D sector designation of Xiamen terminal area, verify the feasibility of the above method.
