The objective and quantitative assessment of Air Traffic Control(ATC) system operational efficiency has essential theoretical value and actual production significance in helping the ATC decision makers at the facility level to monitor the running status of the ATC system and constantly optimizing controlling strategies to improve the operation of ATC system, thus contributing to the overall development of the civil aviation transportation system.Applying Process Approach, based on different processes of ATC operation, the ATC system is divided into three corresponding subsystems: aerodrome control system, approach control system and area control system. Using data mining techniques to carry out following studies of the three subsystems' operational efficiency assessments:For the aerodrome control system operational efficiency assessment, research and employ an assessment method combined with Slacks-based Measure(SBM)model considering "undesirable output" and its super-efficiency model, Slacks-based Measure of Super-efficiency(SBM-SE), which is based on Data Envelopment Analysis(DEA) approach. A two-steps evaluation process is implemented for complete assessment results. The goal of this method is to achieve relative operational efficiency of aerodrome control system in different conditions of flow and environment. Take "undesirable output" into consideration so that the final results of the evaluation can be more objective, accurate and make up for the insufficient research of aerodrome control system operational efficiency assessment at home and abroad.For the operational efficiency assessment of approach control system, study and utilize a method based on combination of hierarchical clustering and K-means clustering. By applying Cluster Analysis method, the operational efficiency level number of data samples is classified by hierarchical clustering. Then, K-meansclutering is employed to analysize the operational status of each category to determine the appropriate level of efficiency. A series of classification results of operational efficiency are obtained, which are more intuitive and straightforward for the decision makers to get hold of the system's running status under the complex air traffic condition comparing with the efficiency score results.In terms of area control system operational efficiency assessment, research and adopt an evaluation method based on Back Propagation(BP) network. Exercising artificial intelligence approach, the mapping relationship between input and output of BP network model is set up based on data samples to recognize and classify the operational efficiency of area control system involving a number of air routes and different flight directions between airports.Finally, the research results are summarized, reflect on the problems and deficiencies existed in the research and point out directions for the future work.
