Statistical analysis showed that the accident caused by flight crew accounted for 60.72% of the cause of the accident in 2003-2012 China's civil aviation accident. So, as the plane direct operator,pilot who ensures flight safety is particularly significant. In the ten years of civil aviation human factors research, much effort and attention was focused on the pilot's physiological and psychological factors of testing, survey and qualitative analysis. Most researchers pay attention to solve the details,and struggle with the fundamentally systematic research and the understanding of human errors in civil aircraft flight safety mechanism.The human errors in the system, cockpit human error, the reliability of the people, the concept of pilots driving reliability was elaborated based on the predecessors' research results in the paper.The nature of the cockpit human errors, characteristics like factors, influencing factors, mechanism and the process was also described and analyzed in detail. The proposal, which can be utilized in cockpit error detection and modification, was put forward to ensure the safety if the flight.A new cockpit pilots driving behavior model combined with system theory, information theory,applied cognitive and behavioral science, physiological and psychological science, ergonomics,statistics, flight performance and engineering theories and methods was put forward in the paper. The model was able to be used to measure the reliability of the pilots driving behavior by breaking down the pilot the whole action into "perception- decision- behavior" processes. Statistical analysis of database model of civil aircraft accident/incident to get high reliability of pilot performance influence factor, measurement and design of pilots the experiment for parameter testing method and data acquisition methods comprehensively and systematically will be added to the model. The error correction process improves the reliability of pilot behavior method of HRA.The results of this study can be build cognitive modeling and simulation to provide theoretical basis for the pilot error. At the same time, by using the model in different pilot test results of quantitative analysis, it can be a scientific evaluation on the pilots driving reliability, a comprehensive understanding of the pilot's current flight operation level.
