Establishment And Evaluation Of The Cost Control System Of Public Works In Chongqing

After the reform and opening up, China has entered the historical stage of rapid development, the construction of public works, in the rapid development of economic and social, has played an important role. As the largest municipality city directly under the central government, Chongqing has made brilliant achievements particularly in the past few decades, its scale and speed of the construction of the public works has reached unprecedented levels. However, in the control about investment efficiency and benefit of public works, there are certain problems, cost overruns are prominent performance, and very serious, affecting the effectiveness of the government financial funds using and planning. Therefore, it has the extremely important practical significance to improve the efficiency in using of fiscal fund by actively exploreing and researching an effective and suitable approach to the cost control of public works in Chongqing.This article has mainly done the following several aspects of research work, based on a large number of literature reading, field survey and expert interview.Firstly, this paper introduces the current situation of the development of public works in Chongqing, and combs out of the process of its cost control and the formation process in different stages of the price of estimates, presents the government departments and construction company that participate in the management of public woks, and their function in the cost control is studied.Secondly, this article summarizes the problems existing in different construction stages of the project and focuses on the causes of these problems in the analysis. It is concluded that the cost overruns of public works in Chongqing is mainly due to the inaccurate of prophase estimation, the poor effect of quota design, the design of economical efficiency, the inaccurate of estimate of design budgetary, the incomplete tender documents, the unenough participation in tender process, the unreasonable quotation of key subjects, the unenough strict review of the contract, the lack of strict control of engineering change, doing not pay enough attention to the audit process, the lack of accountability and so on, and analyzes and summaris these reasons at the same time.Furthermore, this article bases on the analysis about cost control methods and type of project, references the advanced experience at home regions and abroad and good practice about cost control of private engineering, aiming at the existing problems, has established a system of cost control which takes that priority to with institutional constraints in the early stage, controlling change as the core of dynamic cost control in construction phase and completion settlement analysis and accountability as the main content.Finally, this article buit the fuzzy comprehensive evaluation model about the cost control system of public works. Based on the research content and certain principle, it established the index system of evaluation about cost control system, used the analytic hierarchy process of three scale to determine the weights of evaluation index and build a cost control system of fuzzy comprehensive evaluation model.By the methods of questionnaire and expert interview, invited experts who participate in the cost control of overruns public works to evaluate the feasibility of system of fuzzy comprehensive evaluation. Empirical evaluation results show that, this paper established the cost control system has good feasibility.
