Research On The Problem Of Professional Subcontractor Participating In Bidding

China Engineering General Contractor's business scope covers many countries and regions in the world, in order to pursue the maximization of profit, the general contractor usually adopts the fixed contract price mode for the domestic public bidding in the international general contract project. Many domestic subcontractors actively participate in such projects, but often appear unable to achieve the expected profit target or even a huge economic losses after the successful bid. The occurrence of this phenomenon and the sub contractors involved in the project is a serious departure from the goal of profit. The main reason for this situation is the lack of proper bidding decision-making methods before the sub contractors involved in the project bidding, which can not accurately identify and evaluate the various factors affecting the project.In order to improve the scientific and correct decision making of sub contractors, to enhance the profitability and market competitiveness of domestic professional subcontractors, to carry out research work in this thesis.Through in-depth analysis of domestic bidding decision-making methods and the status quo, using the historical data of the international subcontracting project that HT company once participated in as analysis sample, At the same time, the influence factors of international project are identified and classified, set up the bidding decision-making framework and improve the decision-making process, and the project will affect the factors into basic factors and key factors. From a technical point in three phases, the first phase of the project to start influencing factors analysis and evaluation of tenders from the scope of business; the second stage from the general contractor qualifications and credibility of the project aspects influencing factors analysis and assessment; the third stage from the strength of the general contractor and project the subject matter of their own situation, the level of the project influencing factors were analyzed and evaluated. And the establishment of a comprehensive evaluation process models and assessment methods in the third phase, respectively, for the general contractor enterprise strength, technical strength, business management skills, project management, crisis management ability of the project to start factors; the subject matter of the sub-project situation detailed analysis and evaluation factors from the subject matter of sub-project area conditions, costs, profitability and other aspects of the project started. Through the establishment of evaluation index model, using mathematical analysis methods to assess the value of project results further to make accurate and effective project bidding decisions. Finally, the China-Myanmar pipeline (Myanmar section) communication sub-project as a case study to the entire bidding decision and verification methods are discussed.
