Based on the real estate development investment growth as the research background,with the practical problems of cost control in project management,the research methods combining qualitative and quantitative analysis that using value engineering theory and method of earned value respectively to the project design phase of real estate project and the project construction phase cost control analysis.In order to achieve values match the cost function,cost and schedule management of real estate project coordination systematically.First of all,through the example of XY real estate A project,briefly elaborates the design stage and construction stage of cost control of real estate weak links,and analyzes the functions of the design phase and effective attributes and the importance of cost coordination,construction cost management is necessary.And pass through real estate development process is divided into prophase planning and project,planning,design,construction,operation and maintenance of the four phases of the project cost control effect.It is concluded that the initial stage of design for the whole project implementation and cost control of the late play a crucial role.Second,the budget quantitatively the function of the design phase and forecast project is the construction phase of the expenses,combined with the theory of value engineering cost to analyze the rationality and make appropriate cost adjustment.Since then,according to the budget cost and construction phase of the actual produce cost,using the earned value method to the cost of the construction stage is analyzed and the dynamic control.By example analysis of XY property,the theory of value engineering budget results show that the project construction phase functional target cost is RMB 299 million.For functional analysis of the project,coordinate relationship between function and cost for realization of the value engineering cost budget.Finally,in the project construction cost control using the earned value method,the results show that in addition to the cycle 2.Basically in a state of cost,overruns other times the cost of the cycle period of variation(CV)less than zero.Schedule variance(SV)is greater than 0,the progress of the value for each cycle is,ahead of schedule.Cost performance index(CPI)in the first check cycle is greater than 1,in addition is less than 1,that actually paid more than the budget.The progress of the cycle performance index(SPI)is greater than 1,which is ahead of schedule.Critical index in addition to the first cycle,every other cycle is greater than 1.Earned value method is explained in XY property cost dynamic control this expense match the project schedule advance,is promotes the development of project and construction.All in all,the application of value engineering theory in the real estate design stage coordinating the relationship between the product properties and cost of the project,verify the rationality of the design phase estimate the cost.Combining the theory of value engineering estimated costs compared to the actual cost of the construction stage and schedule,effectively test the earned value method in the construction phase of the relationship between cost control and schedule,and that the real estate project cost control,which is associated with the speed of construction progress.Respectively the value engineering theory and the earned value method applied in the design stage and construction stage effectively expected and verified the objective rationality of cost control.For real estate project cost control to provide the reference significance.
