Research On The Effectiveness Of Public Participation In Urban Planning

With the rapid development of market economy,the urban stakeholders and their interest demands are becoming diversified,the conflict between the various stakeholders in the city is increasing.In the west,an effective way to solve the conflicts between different interest groups is to establish a consultative system with different interest groups.Since the introduction of the concept of public participation in urban planning in China in 1980 s,it has gradually realized the importance of public participation.But the overall situation of public participation in our country still has formal,disorder,low degree,invalid and other issues.At the same time,it is the lack of evaluation methods and means to evaluate the role of public participation and determine whether to meet the needs and aspiration of interest groups.Therefore,the article first reviewed the relevant literature,combing the domestic and foreign theory and practice of public participation in urban planning,as well as the content of public participation evaluation.Then it introduces the concept and model of satisfaction,and analyzes the stage and form of public participation in urban planning and the requirements of relevant laws and regulations..On the basis of the literature review,through the mining and deepening of the relevant concepts,the theoretical framework of the effectiveness evaluation of public participation in urban planning is established,and the index system is constructed.In the process of constructing the index system,this paper uses the relevant satisfaction model and makes a correction,and the weights of indexes are determined by expert consultation and analytic hierarchy process(AHP).The last empirical study,selecting Huainan Lai village conservation planning and construction planning and Wuhan city overall planning as cases,and carrying out satisfaction survey of public participation,The collected data were analyzed by descriptive statistics,reliability and validity analysis,and comprehensive evaluation.Then summarize the results of the investigation,and put forward countermeasures and suggestions.
