Research On The Evaluation Method In Construction Bidding Based On Interval-Valued Hesitant Fuzzy Sets

Bidding is an international practice,its prominent feature is open,fair and impartial,so that the behaviors of construction project participants can more standardized.Bid evaluation is based on the provisions of the evaluation criteria and methods,which evaluate and analysis of the tender unit tender,from a number of units to select a reasonable bidder of the process.Bid evaluation is a very critical work in the bidding process.The fair,impartial and scientific behaviors in the bid evaluation determine whether the whole bidding can be fair and impartial.Evaluation results not only affect the cost of the project but also affect the quality of the project,so the choice of effective evaluation methods will help improve the quality of bidding.And China’s current evaluation methods are still inadequate,affecting the evaluation work to make a reasonable decision.Therefore,this paper from a new perspective on the evaluation method,based on the fuzzy mathematics,proposed to hesitate as a starting point,based on the interval value of hesitation fuzzy set of evaluation model.Through The calculation of the actual case,which gives the order of the pros and cons of the tender unit.In this paper,the construction evaluation as the research objectives,combing the relevant construction evaluation methods in China,and further on the application of current evaluation methods were introduced,summed up the current evaluation of the existing problems.Then,through the introduction of the theory of interval value hesitation fuzzy set theory,the interval value hesitation fuzzy set is associated with the common points existing in the bid evaluation method,and the hesitation is applied to the calculation of the index weight,which solves the problem of weight distribution problem.Finally,the scoring function and the deviation function of the interval value hesitation fuzzy set are applied to the bid evaluation.Through the calculation of the case,the improved evaluation model is used to sort the candidates on the basis of considering the weight of each index.This method makes a characterization of the uncertainty of expert scoring.On the basis of traditional fuzzy mathematics,we use the interval value hesitation fuzzy set scoring model considering the weight of the index,so that the improved model is more suitable for construction evaluation standard.
