China is in the period of rapid development of urbanization.Small towns are playing a more and more important role.State put strengthening the development of small and medium cities and small towns as the focus of Urbanization.Healthy development of small towns needs scientific planning.In decades,the speed of "land urbanization" of small towns in Jiangsu province is faster than the speed of "population urbanization".There are problems such as fault function orientation,grandiose construction,inharmonious between land use plan and master plan in land management.And,through the way of "countryside changed to town",one-sided and blindly pursue the speed of urbanization,wide areas and expand land use to improve the rapid of speed of urbanization.Land use quota is the important measure of gathering the development of urban and rural areas and intensively and economically using land resources.Code for classification of urban land use and planning standards of development land GBJ137-90 is the first standard of urban planning field in our country.The standard hugely promote the development of urban planning.Along with Urban and rural planning law of the People's Republic of China,Code for classification of urban land use and planning standards of development land GB50137-2011 had released.Professionals generally think the standard can better adapt the demand of urban and rural development.In the process of continuous development of small towns,small towns using land use quota like urban to guide and control construction.Now,the standard for small towns is missing.Standard for planning of town GB50188-93 published in 1993 has abolished.Standard for planning of town GB50188-2007 published in 2007 fall behind the Urban and rural planning law of the People s Republic of China and Code for classification of urban land use and planning standards of development land GBJ137-90,disconnecting land use classification and standard system.The research of adaptability comes from biology,and adaptability mean some biology acquire survival potential through biological genetic.Specifically,adaptability contains two aspects.First,the structure of biology is suitable for its function and structure and function are corresponding.The performances of adaptation are "survival","adapt to the environment" and "inherit".The adaption of land use planning quota performance in three aspects:First,land use quota can guide and control the construction of small towns effectively and satisfy the demand of saving land;then,the structure of land use quota is reasonable and can satisfy every function;and,land use quota is favorable to the development of small towns and can satisfy the demand of supply land constantly.So.the adaption of land use quota for small towns planning mean the quota adapt to saving land,reasonable structure and continually development.The discussion of adaption of land use quota for small towns planning in the paper deploy from three aspects correspondingly:"the effectiveness of land use quota"," the rationality of structure for the land use quota "and" the efficiency of sustainable land use".The author starting from the experience of seven years,analyze small town planning from five to ten years based on forty small towns in Jiangsu Province.Analyze the adaption of in Jiangsu by the comparison of present and plan quota through two-wheeled planning.The paper analyze the adaption of land use quota from "effectiveness ","rationality" and "efficiency".Discuss the potential regular of small towns land use in Jiangsu Province,check up the adaption of quota and prepare consult for the adjustment of land use quota for small towns planning.The paper propose the conclusion of the adaption of the land use quota for small towns planning in Jiangsu Province:the effect of guide and control of land use quota in small towns planning is reflect,especially in the newly-added construction land and the structure of construction land;it is hard for updating land use in small towns presently;the effect of guide and control of land use quota is difference and the quota should be set up separately;the difference of land use quota in small towns planning lie in industrial land;the structure of land use in small towns has its special orderliness and is different from urban obviously.Subsequently,the paper propose three suggest:land use quota should be set up by multi-method,variation and well-directed,the paper propose average value method,average growth rate of building land use method,control newly-added construction land method and comprehensive method;the quota of structure of small towns' construction land should adjust on the basis of urban standard;present small towns develop extensively,the effective guide and control measure may exist in the control of newly-added construction land and industrial land in village.The paper deeply analyze the adaption of land use quota for small towns planning,concluded the adaption of land use quota and propose corresponding improvement suggestion.The research is propitious to enhance the guide and management of land use quota;summarize the potential regular of land use quota for small towns planning and provide reference for master plan of small towns;check the scientificalness and rationality of small towns planning.
