Research On The Organization Of Enterprise Quota Of Highway Construction Based On Poor Sample Data

With the rapid development of China’s transport services, and the continuous emergenceof new technology, new equipment, new technology, new materials in highway construction.these new reforms lead to the inconsistence between existing quota and the currentconstruction status, some project investments Lack of project cost basis, will greatlyimprove investment risk. due to the lack of new quota compilation basis, resulting in projectcost management out of control. With the generalization of the BOQ pricing model indomestic construction industry, enterprise quota has been the key factor that guarantees thesmooth running in marketization of BOQ.The article which is based on extensive literature at home and abroad and summarizingthe results of previous studies expounds the definition of highway construction quota andquota method, it analyzes the scope of application of various methods and the advantages anddisadvantages of these methods.It’s firstly introduced the current status of highwayconstruction and common quota compilation method in this paper, and emphasized on theinfluencing factors and data characteristics analysis of the highway quota compilation, a newintegrated approach based on the PCA to quota influencing factors is adopted and commondata error processing method is summed up. On the basis of the 《Key Technology andApplication Research on Yunnan Highway Engineering Quota Procedures》, from theperspective of construction enterprises perspective, targeted to the " no sample "case problemsfaced by the construction enterprises, three consumption predicting situation are considered.Compared with traditional quota study, a theoretical model of construction enterprises quotacompilation with no sample data is proposed on the linear regression, AHP comparingestimation and PCA-BP neural network computing data, which can reflect a more practicallevel of operation and management, and lays the foundation for reasonable compilation of thequota system. Finally, combined with construction enterprises project case, enterprise quotadata were collected and compared with enterprise quota database, build the quotaconsumption predicting model to verify the feasibility of the theory and provide a theoreticalbasis and a reliable operational method.The article studies of the problems of enterprise quota applying for prediction theoriesand methods,then puts forward three kinds of model of quota which is based on thepoor sample data, itconsummates the related theories of quota for the "four new" project. Ithelp to prepare quota to meet the characteristics of the enterprise, improve the overallconstruction levels of our country highway.
