The construction of transportation infrastructure is one of the key ways to promote the rapid development of our national economy,interaction between the prosperity and development of all other industries and transportation industry,so the construction of highway industry becomes particularly important.But at present,there are a lot of relevant standards and regulations about the highway in our country,however some of the provisions about the structures and utilities within right-of-way of highways are not uniform,and very complex,the lack of targeted special road engineering specifications.It not only brings the difficulty about the structures and utilities within right-of-way of highways supervision work for administrative department of regional provinces and cities,but also leads to the inconvenience on road safety evaluation work by rating agencies,at the same time,it may be left on structures and utilities within right-of-way of highways safe hidden trouble,which leads to the occurrence of safety accidents.In order to ensure the safety of the structures and utilities within right-of-way of highways,it is necessary to carry out deeper research and analysis of the structures and utilities within right-ofway of highways,which meet the needs of road engineering safety evaluation and management.Firstly,this paper reviews the research status of highway safety evaluation methods and the application and safety evaluation methods of all kinds of structures and utilities within right-of-way of highwayss;Secondly,the definition and classification of the structures and utilities within right-of-way of highways are discussed in detail,and the security features and the security factors of the cross project path,the path of crossing the road,the evaluation and access path,and the parallel path about structures and utilities within right-of-way of highways are analyzed;According to the selection principle and basis of the structures and utilities within right-of-way of highways safety evaluation index,to determine the location,technical requirements,safety requirements for the three subsystems,selecting some relevant evaluation indexes of each subsystem,established the evaluation index system of road safety related project,then make provisions and grading quantification for each evaluation index;On the basis of comparing and analyzing the existing methods of highway safety evaluation at home and abroad,the extension matter-element method is selected as the safety evaluation model of road engineering and The safety evaluation model of structures and utilities within right-of-way of highways is constructed;The model method is applied to the case study of the safety evaluation of road engineering,and the reliability of the extension matter-element model is verified;Finally,this paper makes a detailed analysis on the process of safety evaluation of road engineering,and puts forward the dynamic programming decision model of road engineering.Besides,Based on the theory of intrinsic safety,the paper also puts forward the prevention and control measures of road engineering safety.Put the extension matter-element model as the basis,Based on the actual project situation of the structures and utilities within right-of-way of highways and the conformity level of the content provided by the index,through the expert evaluation of the scores of each evaluation index as the Model base data.Using the above method to carry out safety analysis of a structures and utilities within right-of-way of highways in Yunnan:Through the comparative analysis of the road safety evaluation method based on the Extension matter-element method and the AHP-fuzzy comprehensive evaluation method,the validity of the method is verified.Finally,the paper puts forward some improvement measures and suggestions for the evaluation results,which can provide reference basis for the relevant administrative departments,and has considerable guiding significance and practical reference value for the safety evaluation of structures and utilities within right-of-way of highways.
