In recent years,the development of China's highway is maturing.And its industrial expansion,the Social economy development of the demand for highways to a high point,but also its construction costs pushed up a high degree.This constitutes the bottleneck of development of highway,the construction cost is high,theconstruction fund shortage.As a construction project with public welfare and public nature,from the financial point of view,the construction enterprises are required to invest every penny of the project investment in the public interest,and as far as possible in the huge cost of large-scale infrastructure construction,through scientific and reasonable Cost control,energy saving,and create more economic and social benefits.However,the current highway construction and the cost of highway management features tell us that the construction enterprises in the highway construction cost control implementation is not optimistic.For the cost control of the highway,neither the same as the ordinary project,according to the capital to develop cost management and control strategy,nor as public institutions,the establishment of a simple form of financial planning.How to effectively learn from the concept and achievements of modern management,combined with the actual highway,to develop a sound highway construction cost management and control strategies and methods is the urgent need to address the major issues.This paper takes YL highway construction project as the research object,and analyzes its current progress of procrastination and cost overrun.This paper chooses the theory of Earned Value and Project Cost Control as the theoretical support of the later cost control research.Through the combination of theory and case,this paper analyzes the theory of project cost control.The paper analyzes the present situation of cost control of highway project and finds out its root cause,and puts forward the comprehensive and effective management optimization proposal,and puts forward that the Earned Value Method should be included in the cost control process to improve the cost control of highway construction project.
