School travel behavior defined as commuting to and from school for primary and secondary school students'.With the acceleration of urbanization in China, motor vehicles, especially car ownership increased rapidly, parents preferred to drive their kids to school due to concerns such as travel safety, convenience. This higher demand for motorized transport modes causes more traffic congestion, environmental pollution, traffic safety. Moreover, the increase in car use for school tra vel resulted in the decrease in the use of active school travel modes such as walking and biking and increased the accident risk for students who use active transportation modes. Therefore, how to persuade and encourage the students to shift from private car to sustainable school travel mode is of great significance for alleviating urban traffic congestion, reducing environmental pollution and optimizing student travel structure and cultivate students' independent travel ability. With students' school travel mode choice behavior as research subject, this paper explored the decision-making process on school travel mode shifting from car use to active school travel based on an expanded Stage model of Self-regulated Behavioral Change(SSBC)containing car use habit. In order to get the empirical data, this paper used a cross-sectional research to design the relevant scale on the stage model of self-regulated behavioral change, and test the reliability and validity of this scale.Applying latent class analysis, structural equation model, generalized ordinal logistic regression to studied the stages assignment of SSBC,the relationship between latent variables and the effect of intention on behavior,as well as to demonstrated the application of the SSBC to school travel mode choice behavior. Finally, through the model results analysis, this paper proposed specific measures and strategies for optimizing the structure of school travel mode choice. This paper first introduced and extended SSBC on the school travel behavior and verified the predictive validity of the SSBC in the context of children's school travel mode choice behavior in China, which provide a scientific basis for management policy formulation aiming to optimize students' school travel structure for the policymakers.
