Nowadays,as the main utilization of wind energy,wind power has become the fastest growing new energy,and China has rich wind energy resources that have great potential for exploitation.As onshore wind power industry has been gradually over developed,our country started to put eyes on the development of offshore wind power.However,for the offshore wind power project with large scale,complicated development environment and profound influences,various risks may occur such that risk management is a very necessary work.At present,there are few studies on risk management system of offshore wind power project where mostly are on the base of evaluation method study instead of applied study.Therefore,in this paper,a risk management system of offshore wind power project is established based on JavaWeb to help take risk management on offshore wind project conveniently,quickly and efficiently,at the same time,it can realize information management of life-cycle risk of offshore wind power project.From the standpoint of the construction enterprise,life-cycle risk factors exist in offshore wind power project are identified through the combination with characters of offshore wind power project,and a risk evaluation index system contains 8 terms of first level risk factors as well as 32 terms of second level risk factors is established.The risk rank is divided into five categories through the use of risk evaluation method of Analytic Hierarchy Process(AHP)and the evaluation criteria of risk rank.On this basis,the combination of Java+HTML+MySQL is adopted to develop risk management system of offshore wind power project in the form of MVC,where the project information is saved and risk evaluation is taken,then risk response measures are provided.Last,through the analysis of system application combined with project example,a risk evaluation for offshore wind power project of Zhuanghe III in Dalian is carried out.First,Check List Technique is used to identify 7 terms of first level risk factors and 25 terms of second level risk factors,which are then evaluated in the risk management system of offshore wind power project and the risk rank of the project is obtained.Based on this example analysis,practicability and scientific of risk management system of offshore wind power project established in this paper is validated.The establishment of risk management system of offshore wind power project provides new research thoughts and at the same time offers the informatization platforme than before to take risk decision.
