Research On Risk Management Of Offshore Wind Power Project

China has abundant offshore wind energy resources.To vigorously develop offshore wind power is of great significance for improving the coastal environment and optimizing the economic structure.However,with the vigorous development of offshore wind power industry,the risks it faces can not be underestimated.There are many studies on risk management of onshore wind power projects,and relatively few on offshore wind power projects.The risk management method based on qualitative analysis is becoming more and more unsuitable for the development requirements of offshore wind power projects nowadays.The effective combination of qualitative and quantitative analysis methods will be the inevitable choice in the future.It is particularly important to construct a risk assessment and control system for offshore wind power projects by combining risk identification,evaluation and control theory with the characteristics of offshore wind power projects and combining qualitative and quantitative analysis.Based on the current situation of risk management of domestic and foreign projects,this paper further studies the risk management of offshore wind power projects in China,including risk identification,risk assessment and risk control.Based on the in-depth analysis of the characteristics of offshore wind power projects and the combination of theory and practice,an index system for risk assessment of offshore wind power projects is established.In this paper,the impact of various indicators on the risk of offshore wind power projects is comprehensively analyzed by using analytic hierarchy process.According to the importance of specific risk factors,a relatively perfect project risk assessment index system is constructed.Taking LY project as an example,the risk of offshore wind power projects is evaluated in combination with specific offshore wind power projects.According to the results of risk assessment,the risk response strategies of offshore wind power project are further studied and discussed in order to reduce project risk and project loss.And strive to provide theoretical and practical basis for risk management of offshore wind power projects,and enrich the theoretical system of risk management of power projects.The scope of application of this paper can be used in offshore wind power projects.The innovation lies in the construction of risk assessment and control model of offshore wind power projects,the formation of a relatively perfect risk evaluation index system,and the use of analytic hierarchy process and fuzzy comprehensive evaluation methods to conduct detailed research.This paper has certain theoretical and practical value,not only has certain theoretical value for the risk management of offshore wind power project examples in this paper,but also has certain reference value for risk control of other offshore wind power projects.
