| Our country suffers from different degrees of floods every year, with a wide range and heavy losses, especially in the south. Flood control and management have become a prominent problem, which has aroused public concern, and has caused high attention of all levels of government. Many provinces of flood control and drought headquarters office’s level upgrades from county to deputy.Investments of staffs and flood control and drought relief, disaster relief and other aspects increase year by year, forming the active situation of flood control and drought relief. Current construction of urban flood control system has changed from simply flood defenses into combining flood control,ecological protection, water resources utilization and urban water environment construction. This provides the certain reference and theoretical basis for Lhasa.Lhasa River created civilization on both sides of the river, creating the Tubo Dynasty brilliant history and culture, creating the Potala Palace, Jokhang Temple in the world cultural heritage. But the history of the Lhasa River was once a disaster caused by flooding water. Since the liberation of Tibet, especially since "the Tenth Five Year Plan",our country increases investment in Lhasa River flood control and governance, focusing on the construction of the urban section of the cross-strait dike project, starting the construction of flood control of both the next multi reservoir, and effectively improving the urban flood control standard, securing the Lhasa River people live and work in peace and stability in recent years.Lhasa city is the largest city in Tibet, the national historical and cultural city,having a history of 1300. Lhasa city average annual rainfall although only about 500 millimeters of, but expanding of the city, the global climate changing and social stability requirements, the Lhasa City section of flood control is more important, the situation is becoming more and more serious. Based on such background, and the research of the construction and management of flood control system domestic and abroad, there is a comprehensive conclusion of Lhasa River flood control system construction and management,pointing the imperfect of the project system, rainfall monitoring and warning ability, maintenance management personnel, lack of funds on the lower left and right bank, overall shortage,unstandardized flood dispatching management.Learning from other provinces experience on the construction of flood control system and management and we put forward some suggestions and feasible measures for the construction and management of flood control system in the future, and do some research on the upstream reservoir flood dispatching, flood risk map application and the risk management system of laws and regulations. |
