A Research On The Strategy Of Historic Urban District Renewal Based On PPP Model

Historic urban district is the special city mark,the distinctive display of local life style,the integrated existence of historical heritages and representative of traditional culture,which lead to a multidimensional value system.However,there are irreconcilable conflicts between the protection and the development in historic urban district.The static protection is obviously not suitable to the dynamic district.Environment improvement which is thought to bring welfare needs a huge number of financial investments.Travel-oriented and business-oriented model also cause over-development problems.At the same time,China devotes itself to promote PPP model(Publicprivate partnership),in which the range of projects was enlarged form the field of infrastructure to the field of public service.How to promote the renewal of historic district and deal with the problem between the protection and development needs a set of available methods.Whether the PPP model can be introduced in this kind of projects should be discussed.This paper takes “historical urban district” as core concept,takes “the renewal of historical urban district” as main research content,and tries to build a framework of universal methods.At first,the research discusses the concept and value deconstruction of historic urban district,analyzes the conflicts between protection and development.Also,it builds a connection between PPP model and Chinese historical urban district,inspired be the foreign experience.Secondly,the core concept of PPP model is analyzed in developing process,core components,advantages and paradigm.This research thinks that PPP model is not only a method of investment,but also a balance between society benefits and economic benefits,based on multiple participation.A framework of historic urban district renewal is built through relevant foreign cases.Thirdly,this research proposes relevant suggestions and strategies due to the vision of renewal.For the material level,it should make integrate position on macro perspective,environment optimization on mesoscale scale,and building renovation on micro scale.for the non-material level,it offers relevant suggestions about the perspective of society,economy and culture.At last,this research serves a project as example,which locates in Yongqing street,Enning road,Liwan district,Guangzhou.It makes a specific introduction about the operation of PPP model,the renovation of buildings and cultural relics,the optimization of environment,the organization of economic and cultural activities.It also summary difficulties and shortages in reality.
