This paper's object is the practice of conservation and update of historic city block of the scenic waterfront city. Historic block is a group of building which survived in the development history of city, and it reflects the city's develop process and unique style, and has great values in history, landscape and humanity. The scenic waterfront cities are rich in natural and humanity history by the composition of the monuments. Historic blocks will not only be help in the rational use of the depth of excavation under the tourism resources, itself can be a showcase of urban culture, or make fine complement with the natural landscape resources too.Scenic Waterfront City Historic District is a most dynamic traditional part in city, which displayed traditional living scenes, showing the basic features of traditional urban and morphological features, having unique historical value and unique aesthetic value. The visible historical evidence of the historical street has the educational value to the establishing of the cultural identity, continuing the memory of particular place or person, giving historical and cultural value to historic neighborhoods. Meanwhile, the experience, knowledge of people living in the city during the historical remains of the city, directly or indirectly, constituted the memory of historic impression. Historic districts have been given the value of historical imagery. As a integral part of the city, historic districts has all factors of function of city brand value, be a indivisible part of city brand marketing, could directly or indirectly make economic value, and promoting urban development process.The practice of conservation and update of historic city block of the scenic waterfront city at present stage still faces sharp conflicts, mainly in The missing of historic feature, character convergence, historic neighborhood buildings tract development, large-scale transformation, the destruction of historic neighborhoods-network, the incompatible between urban development and conservation of historic city block, the worrying ecological situation of waterfront space. Historic district's economic decline is a universal problem. Single concerned with preservation and protection of urban economic development have conflict. Despite all the urban areas are experiencing changes brought by economic growth, the city historic district must respond effectively to economic growth. At the same time, the consideration for the protection of their physical environment has to control the change. How to effectively, sustainable manage the historic districts, fully exploring the value of its integrated, we need a clear view of conservation and renewal activities, objectives, subjects and objects, and stick to the appropriate basic principles.The conservation of historic districts of scenic waterfront city should make.full use of waterfront resources, creating waterfront culture. Some characteristic city have more advantages of open up waterfront cultural. Combined with rich historical and cultural background, it's enough to use the existing business opportunities to develop urban characteristics, "waterfront cultural" tourism.The elements of renovation and renewal conclude the order of continuity into space, space to create places, control of scenes of space and water blending.
