Shandong provincial power grid,a local large-scale system of power generation,transmission and distribution,played an important role in the social and economic development in Shandong province.In recent years,the electrical load increase rapidly with sustainable fast development of Shandong province economic.Extra high voltage(EHV)network cannot meet the requirements for long-distance,large-capacity transmission.It is imperative to enhance the investment for the construction of EHV network.In addition,economic evaluation of the project investment has to be strengthened.However,the economic evaluation of power grid engineering is limited to financial evaluation now,and the evaluation system is instability and incomplete.It is necessary to develop an accurate and practical evaluation system to meet the requirements of power grid project economic evaluation,to reduce potential investment risks and to avoid to make wrong decision.Firstly,the present study takes the Gaotang-Beizhou 500kV transmission line project as an example to analyze the basis and current situation of the engineering scheme based on the literature reviews.It aims to conduct the feasible technical scheme and investment estimation according to the calculated engineering quantity and the unit cost index,which will lay the foundation for the analysis of project cost benefit and economic evaluation.Secondly,the cost benefit analysis of this project has been conducted n account of the characteristics of EHV transmission lines.The cost and benefit estimates of the project are calculated by selecting the total cost,annual operating income and business tax,which are suitable for calculating the project.At the same time,the working capital and financial expenses of the projects are estimated according to the estimated investment data and the capital ratio,while the net cash flow is analyzed during the whole life period.The results show that the accumulated net cash flow of the project is greater than zero,subsequently,the project could bring the profitable investment return.The cost-benefit estimation data can be used as the basis for comprehensive economic evaluation.Thirdly,the comprehensive economic evaluation of the project is carried out by the analytic hierarchy process and the fuzzy evaluation theory.The results show that the profitability and solvency index of the project are consistent to the practical situation.The investment data is substantive and authentic to meet the industry benchmark requirements in consideration of the time value of the funds.the construction investment has the greatest impact on economic benefit,followed by power consumption and operating costs.The overall investment income of the project is good,and the project has a strong ability to recover capital.It could provide a good basis for decision-making for the construction of ultra-high voltage lines with low Investment risk and good satisfaction.In conclusion,this study provides relevant policy suggestions on the basis of this research to improve the practical operability of the economic evaluation of the project feasibility and provide a reliable basis for project decision for the investors.
