The Qiantang River Estuary Water Resources Management System Research

Qiantang River estuary has abundant water resources, but the difference of the spatial and temporal distribution of water resources is very obvious. As the continuation of the state monopoly allocation of water resources management system, the lack of incentives led to extremely low utilization efficiency of water resources, coupled with the extensive mode of water use, water supply and demand have become increasingly prominent. Meanwhile, the Qiantang River estuary area densely populated, economically more developed, wastewater discharge problem is becoming increasingly serious. All of these issues has a direct relationship with the faultiness of the Qiantang River estuary water management system. Therefore, to further improve the Qiantang River estuary water resources management system, to rational development and effective allocation of water resources, to coordinate the resolution of upstream and downstream, are of great practical significance.Through the review and summary on the status quo of water resources management of Qiantang river estuary, the author studied the existing problems of estuary water resource management at present and analyzes its causes, and learning from foreign system of water resources management experience, combined with the characteristics of Qiantang river estuary, the frame of our country’s current administrative management system and water laws and regulations as the constraint condition, research in both a framework of Qiantang River estuary water resources management system optimization and feasible innovation, and puts forward some suggestions.In view of the existing problems, the author puts forward the following suggestions to optimize and reform on the Qiantang River estuary water resources management: set up the water resources management mechanism of Qiantang River Estuary; construct water resources planning system and the system of policies and regulations; strengthen unified management mechanism of water allocation estuary; establish effective River pollutant control and limiting discharge mechanism; construct effective coordination mechanism of the water department and local government; improve the mechanism of public participation in water resources management; build and strengthen a long-term coordination mechanism to the upstream hydropower station; promote the use of water resources from extensive to intensive changes.
