With the development of the science and technology and the deeper research of the project risk,China has been strengthening the assessment and management of the potential risk factors in projects since recent years.Thus,the effective management of the potential risks in the construction of substation project is not only related to the construction and development of the project itself,but also closely linked with the sustainable development of the whole electric power industry.Lacking appropriate countermeasure will most likely lead to great safety accidents or huge financial losses in the whole project for only one certain risk factor if we misjudge the time and risks encountered in the practice process of project.For example,miscalculation of time results in missing the deadline and a waste of construction funds;mismanaging safety problems lead to critical situations even electric shock accidents in construction progress,which cause great harm to the people's life and property security,also have a bad influence on the society.However,there has not been a series of complete risk assessment system to monitor the hidden risk in the construction of substations in China at present.And in the absence of the comprehensive objective measurement and evaluation on the project,blindly carrying out the project is likely to encounter all kinds of risk accidents.Moreover,the lack of an effective risk control will only cause huge waste of resources,and have a bad influence on the entire project duration and costs,which will finally impede the whole construction of substation work.Thus,this paper is firstly to explore the potential risk management theory during substation project construction,analyze the cause of the risk,and on the basis of it to establish a series of detailed risk assessment criteria of substation construction project;secondly,after further analysis of several widely used risk assessment methods,improved LEC risk assessment and analytic hierarchy process models are settled;thirdly,the case of A substation construction project has been proved,and systems planning to prevent risks from various levels has been established.
