Analysis Of Influence Of Planning Approval And Governmental Supervision On The Construction Of Education Facilities In Residential Area

With the continuous improvement of the degree of urbanization,more and more residents will be in the form of residential areas in the city,with the continuous improvement of living standards,people also pay more attention to the living quality requirements,not only to whether residential function reasonable and comfortable,perfect and living closely related to education,medical,cultural and sports facilities and has become the key factors affecting the living environment.And all the supporting settings,educational facilities are considered to be the most critical areas of public service facilities in residential areas and the most attention to a class of facilities.Attention to the cause of education,the urgent demand of the public education facilities,residential educational facilities as the most basic public goods,not only related to the vital interests of each resident,if insufficient supply,facilities are not in place will cause serious social stability.This paper takes Guangzhou District of Zengcheng as an example,aiming at the shortage,the Zengcheng area of education facilities entrance problem,the government management department,planning units,the development of enterprises and urban residents of the investigation and study,through literature,summarizing,data statistics,case analysis and other methods,from planning,planning,approval land transfer and government management perspective analysis,research links and reasons of these problems.Based on the analysis of the planning and construction of educational facilities in several large residential areas in Guangzhou,Zengcheng,the conclusions and recommendations are as follows:1?Strengthen the legal status of planning and implementation.At the same time,the explicit control detailed planning in the guidance of city construction legal status,to improve the quality control planning,especially the feasibility to control the education facilities land from land regulations,land acquisition,demolition,and other aspects related to the recent implementation of the demonstration.2 ? The implementation of the land reserve and transfer and education facilities construction coordination.The government reserves and transfer of land plan and education facilities construction plan,to ensure that the city housing land leasing,residential development,population growth and education infrastructure construction mutual coherence.3?Strengthen the regulatory responsibilities and implementation of the various functional departments of the government.Government land planning,construction,education,finance,public security,health,environmental protection and other departments in the educational facilities layout,construction quality,property transfer,operations management and other aspects to establish a new system,together,jointly supervise the implementation of construction of education facilities.
