Since the end of the World War II, the scientific project management method has been applied to many construction projects in the western developed countries, thereby saving massive amounts of money and time. As a scientific management discipline, the project management is gradually valued and more and more people are devoted to the research of the construction project management, enabling the project management discipline to achieve rapid development. In China, under the influence of traditional plan economic system for a long time, empirical approach is commonly used in the construction projects and on the contrary, the scientific project management method is rarely applied. Many practices of the empirical approach contravene the law of market economy and scientific principles, thus resulting in massive waste in the construction projects. Since the80s of the last century, China made a shift towards the project management in the construction projects and commenced the study of the construction project management as well. Though the project management is rapidly developed in China, compared to the developed theory and practice regarding the modern construction project in foreign countries, there is still large distance. The study on the specialization, all-direction, whole process, multi-position, practicality and other aspects with regard to the project management is still in the early stage and not suitable for application in the practice. How to manage complicated construction projects becomes a crucial problem needs to be solved in the construction field in China, and is also the critical factor to a large project's success or failure.This essay in combination with the characteristics of road construction, explores the management and controlling mode of construction projects suitable for the circumstances in china. This essay, in light of the National Road G5Line Dongya Road Reconstruction Project, brings forward the mode of management and organization for construction projects, and analyzes how the owner's management could satisfy the needs of entire process management for construction project, and introduces the process of project dynamic control and the principle of object control, and also discusses about the quality management and control, the process management and control as well as the investment management and control; their relationship of unity and opposites among those three goals, and how to make them into a dynamic balance.Applying the project management theory and from the angle of owner's management on the construction project, this essay studies the management on the project implementation phase, as well as analyzes and introduces the controlling factors for project management, which include the quality management and quality control; the implementation of "First Project Recognition System"; the identification and distribution of quality responsibility; the handling of quality problems; the target and measure management for process control; the inspection and implementation for process; the reason analysis on deviation of actual process, supervision and adjustment of planning process; the investment composition, investment decision-making and investment control on each stage.In conclusion, through the study on the control and management of a road project owner in the implementation stage, this essay is expected to provide reference for the theory research and innovative thinking on owner's management on large construction project, so that the project owner could be inspired on the theory and practice in the further project, as well as the purpose of reducing costs and improving efficiency be achieved.
