Research On Safety Culture Measurement In Air Traffic Management

The measurement of safety culture is a hot spot in the world.However,for now,the measurement of safety culture is mostly qualitative research,with less quantitative measurement of safety culture,and less safety culture quantitative measurement in air traffic domain.This causes the lack of theoretical basis and direction to build safety culture in air traffic domain.Based on reviewing,arranging,and summarizing previous research results and regulations related to China’s ATM safety culture and safety standards,this study combined expert consultation and field research to screen 20 ATM safety culture measurement elements and 6 safety standards elements;the data required by this paper was collected through the design of the scale and the Bureaux database;the reliability and validity of the scale were analyzed using SPSS19.0;and the AMOS22.0 software was used to establish the ATM safety measurement model and the model was implemented.After evaluation and revision,six measurement indicators of safety culture construction elements and six measurement indicators of safety culture cultivation indicators were obtained,which validated the model assumptions of the measurement model.The results show that safety culture construction factors have a significant positive effect on the safety level.The development factors of safety culture have a significant positive effect on the safety level.Safety culture construction factors and nutrient factors interact with each other.The paper finally applied the example of the safety culture measurement model for air traffic management.The results of measurement of the safety management culture of ATM and the actual situation consistency,can objectively reflect the actual situation,it has a certain value.The research method is full of novelty and innovation awareness through combination of qualitative and quantitative analysis,as well as theory and practical data.It provides a way for the measurement of safety culture.
