| This paper mainly studies the relevant issues on farmland irrigation and water conservancy construction in Jiangxi Province from 1949-1978, under the leadership of the Communist Party of China.First, from a macro perspective, this paper analyzing the background of Jiangxi construct farmland irrigation and water conservancy since the founding of New China,Including agricultural economy and natural environment status of Jiangxi during this period, thereby to demonstrate the necessity and urgency of construct farmland irrigation and water conservancy. On this basis, to explore the policies support provided by the government, which in order to recover and develop farmland irrigation and water facility in Jiangxi.Secondly, this paper exploring the situation of farmland irrigation and water conservancy construction in Jiangxi during recovery and development period, which gained rapid development, has played a huge role in protecting industry and agriculture, as well as People’s lives and property. Because of the wrong policies,farmland irrigation and water conservancy construction in Jiangxi there has been setbacks.Third, focused on the specific operation of farmland irrigation and water conservancy project, and the organization and management matters according the process, clear how vigorously to mobilize the masses to participate in the construction of farmland irrigation and water conservancy projects, and the project form, specific construction management, funding and investment efficiency,and so on. Based on this, to understand and master the rural state of New China and the party’s rural policies.Finally, this paper analysis and summarized the achievements and shortcomings of farmland irrigation and water conservancy construction in Jiangxi during this period. For one thing, this paper also discussed the farmland irrigation and water conservancy projects’ positive influence on agriculture. For another, this paper pointed out the shortage of farmland irrigation and water conservancy construction in this period.
