This is a translation project report based on the guideline part of Building Community Disaster Resilience Through Private-Public Collaboration published by the U.S. National Academies Press in 2011. The source text is an academic report. The author selects the guideline part of the report to translate in that this part provides with a series of applicable guidelines for the private sector and the public sector to build community disaster resilience collaboration at any level.The theoretical basis of the paper is Skopos Theory, mainly refers to three principles: skopos rule, coherence rule and fidelity rule.This translation project report comprises of four parts. The first part is the introduction to the translation project including preparation, background, objectives, significance, etc. The second part gives a brief introduction to the source text and its authors, the publishing information, the main idea and analysis of the context. The third part elaborates on Skopos Theory, the difficulties including terminology, polysemy, long sentences, boxes and figures, and approaches, like amplification, division and conversion, in translation. The fourth part makes a conclusion of the translation and puts forward with the unsolved problems.
