Study On Protection And Utilization Of Intangible Cultural Heritage Under The Background Of New Urbanization

As the wisdom crystallization of one country or one race during the long historic development, intangible culture heritage is the spirit link, cultural gene and realistic cultural treasures. With the development of new urbanization in China, the living space of this kind of living cultural resource is being squeezed continually,then the traditional cultural space is falling apart. Since the inception of the new century, Kunqu has been identified as the first batch of representative of Human Oral and Non-Material Cultural Heritage by united nations educational scientific and cultural organization. This cultural heritage hidden at the vast land came into the view of government, academia and public. In despite of adopting a series of protecting measures led by the government, there is lack of scientific and reasonable long-term effect protection mechanism and utilization system.From the point of new urbanization under macro background, this paper studies intangible culture heritage protection and utilization. Firstly, the background and significance of this research are elucidated, and the main research methods are literature analysis, qualitative analytic method and quota analytic method union utilization, then empirical analysis is carried on.Secondly, based on studying and analyzing intangible culture heritage,urbanization, sustainable development theory and other theories, the opportunities and challenges from intangible culture heritage protection and utilization in the process of new urbanization are analyzed and discussed. And a range of successful experiences from Japan and Korea is analyzed and summarized to seek suitable protection and utilization methods of China.Thirdly, the evaluation index system of intangible culture heritage protection and utilization is established under new urbanization by Delphi method and Analytic Hierarchy Process to explore impact factors on intangible culture heritage protection and utilization. The protection and utilization levels are divided into five levels: level?(very bad), level ?(bad), level ?(medium), level ?(good), level ?(very good). Taking Hefei city as a case to make an empirical analysis. The actual effect ofintangible culture heritage protection and utilization under urbanization background in Hefei is tested finding that its level is ?(medium).Finally, the measurements of intangible culture heritage protection and utilization under new urbanization in China are summed up including develop new urbanization under the protection of non-material cultural heritage planning,exploring more intangible culture heritage bearers methods, create a good social environment, increasing guarantee fund, encouraging NGO participation in protection, perfecting law policy and management system, prepare the new urbanization of non-material cultural heritage utilization planning, promoting the tourism development of intangible culture heritage, proving the combination of intangible culture heritage and creative culture industry, integrating into urbanization construction with Chinese characteristics, and Broaden the intangible cultural heritage of urbanization in the new use of investment and financing channels etc.
