This report is based on the translation of an English academic paper about language policies. Entitled "Political Theory and Language Policy", this paper mainly concerns the language policy in Canada and analyzes three language policy models, namely, Official Multilingualism, Language Rationalization and Language Maintenance. The translation of this kind of academic paper would help with the language policy study in China.This report consists of four chapters. Chapter One introduces the chosen text, analyzes the text features, identifies the genre and expounds on the characteristics of academic papers before moving on to the pre-translation preparation which includes checking resources and searching parallel texts. Chapter Two explores the communicative translation theory and its use in the translation of academic papers. Chapter Three is the specific case study under the guidance of communicative translation theory from three perspectives:translation on the lexical level, syntactic level and contextual level. The last chapter concludes with the summary of this translation process, the lessons to be drawn as well as some limits in the translation.
