The Study On The Basic Government Function Of National Cultural Inheritance

Ethnic minorities in China created numerous glorious minority cultures in the long eventful days, which has improved the economic and social development of each ethnic minority, and which is of profound significance for every nation. Therefore, the government of each country is paying increasing attention to the heritage and protection of minority cultures. As the social development enters the stage of modernization, and urbanization process goes further, the national culture falls in deep crisis of being weakened, deprived of features even disappeared. Considering our country possesses rich national culture resources, we should strengthen and perfect relevant work of heritage and protection.Faced with the present severe situation, we need to constantly strengthen the investigation and research on relevant subjects to explore effective ways of ethnic minority culture heritage from scientific points of view and methods. Most of existing researches focus on the investigation and research on the objects of heritage and protection, while we believe that the government is always the leader and manager of cultural development especially the local government of minority areas, one of whose main management responsibilities is to promote the continuity and progress of minority culture, in other words, the implement of duties of local government affects the existence and development of minority culture in a large sense. Therefore, this thesis takes the function of local government in national culture heritage as the research subject, Baifusi Town of Lai Feng County of Enshi Prefecture in Hubei Province as the object, applying relevant subject knowledge of management and ethnology, documentary methods, comparison and interview to explore and analyze how local government should guide and support the continuity and development of ethnic minority culture under this new background. This essay then makes a proposal to local government of minority area on how to perform its cultural and social function better aiming at the current situation, so as to make the precious minority culture better adapt to the continually changing social environment.
