Experimental Study Of Air Traffic Controller's Safety Behavior Capacity Under Emergency Situation

At present, China's civil aviation industry has been developing rapidly. The flights increase year by year while the airspace capacity remains unchanged, which gives air traffic controllers increasing physical and psychological pressure and had a significant impact on controllers' safety capacity. The safety capacity is an important guarantee for China's civil aviation safety and efficiency. Previous studies focus on qualitative analysis from the perspective of the system, management, scheduling and quantitative analysis from the perspective of fatigue. There is few quantitative research on behavior of the air traffic controller when encountering emergency situations.The physiological and psychological research method is applied the some safety performance indicators. An air traffic controller emergency situations safety capacity test system is builded by physiological parameters acquisition module, scene recording module and data recording and analysis module to carry out experiments and record data. The causes of safety capacity indicators significant differences between novice and veteran group are analyzed and discussed. Due to the big difference of physiological parameters' baseline between subjects, the parameters are normalized to compare. The results show that,with the flights increasing, the controllers' heart rate, heart rate variability,Tonic EDA,Phasic EDA parameters change significantly. And most of them except LF/HF have significant differences between novice and veteran group. The post analyses find that higher expectations for emergency situations and earlier intervention contribute to the better performance of veteran. A comprehensive index is constructed with indicators to characterize subject's safety capacity.A air traffic controller's safety capacity under emergency situation can be evaluated with subjective and objective parameters. The advices refered to the index can be given when the bureau is dealing with important tasks, novice training and promotion, and finally ensure the civil aviation safety and efficiency.
