Promotion and popularization of mandarin is a language policy with guidance and encouragement natures taken by our country to enhance social communication, eliminate the language barrier between different nationalities and regions. Its implementation is of important significance for the development of socialist politics, economy, culture and the construction of harmonious society. PUTONGHUA SHUIPING CESHI (PSC) is one of the most effective measures to promote the policies related to mandarin. The ability of mandarin in the key areas and industries by means of "promoting learning by testing and promoting usage by testing",which plays a great role to promote the popularization and use of mandarin in the whole society. The mandarin training and testing institution is not only the organizer and the bearer of the PSC, but also the forefront for the promotion and propagation work of the mandarin.In recent years, with the development of economy and society in Inner Mongolia, the demand for learning and mastering standard mandarin is increasing. In this context, the mandarin training and testing institutions in Inner Mongolia have undergone rapid development and the mandarin training and testing work has been moving towards the direction of scientization and standardization. But at the same time, in the development process of the mandarin training and testing organization, they also confronted with many problems and difficulties. On the whole, the management mode of mandarin training and testing organization is more dispersed. Dual management and difficult management co-exist; in the actual work, the grass-root mandarin training and testing station are lack of test tasks, full-time and specialized staff and the administrative departments do not pay enough attention to mandarin training and testing,etc.This paper takes the mandarin training and testing institutions in Inner Mongolia area as the research object and carries out analysis and summary for the difficulties and problems existing in mandarin training and testing institutions through interview of examinees in PUTONGHUA SHUIPING CESHI and the staff working in the testing station and by combining with relevant experience. Then, some suggestions and countermeasures to promote the development of the mandarin training and testing institutions at all levels in Inner Mongolia are put forward. This paper is mainly composed of the following parts: the first part is the introduction of the paper which includes research background, purpose and significance, content, methods and the related research summary.The second part is mainly about sorting out the relevant concepts of mandarin training and testing institutions. It mainly includes mandarin, mandarin promotion policies and the concept, function and development situation of mandarin training and testing institutions. The third part describes and summarizes the current situation of mandarin training and testing institutions in Inner Mongolia, including the brief introduction of development of mandarin training and testing institutions in Inner Mongolia,as well as the existing difficulties and problems in its development process. The fourth part analyzes and summarizes the causes of these difficulties and problems in the mandarin training and testing organizations in Inner Mongolia.The fifth part puts forward the measures and suggestions for improvement IN current background and conditions according to the existing problems and the causes.From the perspective of the author, in order to promote the development of the mandarin testing institutions at all levels in Inner Mongolia, firstly, the country should have policy and legal support for mandarin training and testing institutions; at the same time, the government should further improve and refine the existing laws and regulations, strengthen supervision and management,streamline the testing mechanism, optimize the allocation of resources,strengthen the construction and testing planning of mandarin training and testing station, extend and improve the functions and roles of mandarin training and testing institutions.
