Research On The Supply Mechanism Of Public Cultural Services At The County Level In Xinjiang

With the acceleration of urbanization,more and more residents are willing to participate in the city 's public cultural activities while accepting the convenient living conditions of the city.The government is the main body of public cultural service supply,which plays an important role in the effect of public cultural service.Therefore,the county-level public cultural services as an important part of the construction of government culture,in the whole country's social construction,value construction has an important role.But in the actual operation process,the supply of public cultural services mechanism of Xinjiang county-level city there exist some problems,such as the supply of public cultural services mechanism has not yet formed,public cultural service activities too much dependence on government funding,the organization form and the actual operation of the contradiction,the county-level city public cultural services Xinjiang supply situation,public cultural services,there are some gap between the form and the public cultural needs.This paper combs the research achievements of public cultural service supply in recent years,and finds out that China's research on the supply mechanism of public cultural service at the county level is fragmented and does not study the problem of public cultural service from the mechanism.This paper first establishes the mechanism of public cultural service supply according to the state,structure and performance paradigm(SSP)in the works of "Property,Rights and Public Choice",and divides the public cultural service supply mechanism into three levels,decision-making,operation and feedback Floor.The decision-making layer includes the supply of the main body,the supply of the object,the current supply mode,the operational layer,including demand expression,multi-cooperation,supply of information dissemination,feedback layer,including the protection of supply and so on.On the basis of establishing SSP analysis framework,this paper analyzes the current situation of community public cultural service supply in Fukang city,such as the lack of satisfaction of public cultural service,the existing public cultural service can not meet the public demand for public culture,The common problems of public cultural supply are the main body of the supply-oriented;the communication of public cultural services is not in place;the demand is not smooth,the public cultural service can not be normalized and so on.The main reason is that there are diversified main body participation and cooperation mechanism to be perfect,lack of advanced networked information dissemination platform,public cultural service demand expression mechanism is not perfect,lack of sound public cultural service guarantee mechanism.Finally,the following suggestions are put forward to improve the public cultural service level of the county-level municipal government: to change the concept of public cultural service development,to build a platform for information transmission of public cultural services,to establish and improve the mechanism of demand expression,establish and improve the public cultural service guarantee mechanism,improve the professional staff Team building mechanism,improve the financial security of the multi-fundraising mechanism,establish and improve the supervision and evaluation mechanism.
