The early education problems of children with disabilities have been paid a much more attention by preschool scholars for a long time.The draft was published in the U.S.Department of Education website in 2015,a joint statement of the U.S.Department of Education and Health and Human Services.Children with disabilities and without should take part in inclusion education.To strengthen the early education development we should eliminate discrimination against disabled children,take positive and effective measures to help children receive undifferentiated early childhood education.The statement is a typical informational text.To convey message is the main purpose of the text.The language is characterized by large amount of information,strong practicability,and the objective facts,namely the focus of text is the content rather than the form.Its purpose is to help people improve understanding of a certain field.Therefore,it's of great significance to translate texts concerned with inclusive early childhood programs,which can promote exchange on education of children with disabilities between countries and facilitate its development.China is in an especially low level in the aspect of inclusive education for children with disabilities.Based on text information objectivity principle,translator should be aware that an informational text is intended to convey the information rather than the translators' personal emotions.Thus,professional terms and abbreviations must be translated precisely to ensure the accuracy of information.This text is Draft Policy Statement on the Inclusion of Children with Disabilities in Early Childhood.This thesis will begin with the textual features of the draft statement text.The translator analyzes the problems at the lexical,sentential and textual levels.Proper translation skills and methods are applied to solve the problems according to Peter Newmark's text-type theory.Finally,this paper will summarize the approach of translating English-language statement and discuss the standards of a precise translation of this kind.
