Some Research On The Pension System In Zhou-Li

As the origin of the Chinese civilization,the pre-Qin period came into being many ritual customs and political system.As an important part of the traditional virtues and political system of the Chinese nation,the pension system is valued by scholars and rulers of ancient times.Today,it is still an important part of national and social concern.Because of the evolution of the pension in the social and political life,it is deeply influenced by the environment at that time.Therefore,it is necessary to deepen the understanding of the old-age pension system in China,and to promote the exploration of the pre-Qin pension system."Zhou Li" as one of the important classics of pre-Qin Dynasty,its content contains more pre-Qin period pension system related content.In view of the historical value of the book "Zhou Li",there is always doubt in the academic field.In trying to discuss the relevant contents of the pension system,the author compares with other pre-Qin texts,handed down and unearthed text.In addition,this article also borrows the concept and theory of welfare science and philanthropy in modern sociology,analyzes the old-age system involved in "Zhou Li",and deeply understand the related concepts of the object,the organization,the content of the category and the characteristicsreflected.This paper is divided into four parts.The first part is the introduction,sorting out the academic history of the pension system and defining related content of the pension system in Zhou Li.The second part introduces the organizational system and the objects of the pension in Zhou Li.Wang as the highest ruler of the country,dividing the pension system into central and local organizational system.In central pension system,Tai Zai develops the programme of the pension,requiring to respect the noble men and to protect the aged civilians.Under this principle,Da Si Tu and his associates formulate specific pension measures.In local pension system,the ruler divided into two organizational systems which be called Xiang and Sui.The ruler implement the pension system through etiquette and policies.The object of the pension include Guo Lao,Shu Lao and Si ZhengZhiLao.The third part introduces the content of the pension system in Zhou Li.This article divided the pension system into four parts as basic pension,subsidiary pension,favored pension and punishment pension.Basic pension is mainly from the diet,taxes and corvee to meet the basic requirements of the elderly.Subsidiary pension is the supplementary measures of the basic pension.It protects the elders who in the difficulties of life and the disaster.Favored pension mainlyenhance the status and living standards of the noble man.Punishment pension via pardoneding the elderly crime and punishing the bullying the elderly to protect the rights of the elderly.The fourth part summarizes the main features of the pension in Zhou Li.The country pension is the mainly performer,and the civil pension is the auxiliary performer.It has systematic and various content,reflecting the principle of the kingship-superemacist.It has a characteristic of the transitivity between the Western Zhou Dynasty and the Eastern Zhou Dynasty.In short,the pension system in Zhou Li has formed a more complete system,can also be confirmed with other pre-Qin classics.Which reflects the social pension system at that time a process of change,also has its own institutional characteristics.
