The Historical Analysis Of The Public Pension System In Japan (1945-1986)

At the early and middle of1950s，based on the post-war economic recovery，Japanbuilt two employee pension systems:"the Employee Pension" and "the Mutual Pension"，which formed the block division of the Japanese Public Pension system.From the late of1950s to the early of1970s，Japan established the "national pension system"for the generalnational with rapid economic development and national power’s improvement，whichmarked that the Public Pension System achieved the target of universal coverage，and afterthat the payment of the Public Pension System continuously improved.In the backgroundof the Japanese domestic economic slowdown and the western social security systemreform， in order to solve so many problems caused by the block division of the JapanesePublic Pension system，to overcome the financial crisis，and to response to the low birthrate and aging problems，Japan conducted reformation on the Public Pension System at1980s.Among this reformation，Japan imported the basic pension，which integrated theseparation of the Public Pension System，stabilized the finances of the Public PensionSystem and achieved the unity and fairness of Japanese pension insurance at a basiclevel.For the same Confucian cultural circle country-China，the experience and lessons ofJapanese pension insurance construction has great significance on reference.
