This is a report on the translation of Section I: Instructions to Bidders(ITB)abstracted from the International Competitive Bidding For Supply and Installation of Digital Resource Library,Network Upgrading & Hands–on Laboratory for Digital Training Institute by Nigerian Communications Commission(NCC)of Federal Republic of Nigeria.The Nigerian Communications Commission is desirous to upgrade existing Network of DBI(Digital Bridge Institute)to ensure quick access to classified collection of Information Technology and Telecommunication Study materials for manpower development and a Global Directory of Library home page and research product materials by user.The chosen part is a prescriptive document with 11,162 words.In this part,typical linguistic features of bidding document are fully-manifested.Bidding document shares many common linguistic features of legal text,such as the wide use of terminology,long sentences,doublets,archaisms,passive voice,etc.The aspect studied here is the translation of passive voice.In order to achieve formality and subjectivity,passive sentences are frequently employed in English bidding document.But there are major differences between English and Chinese passive structures syntactically and semantically,and the frequencies of the employment of passive structures are also different.As a result,one will certainly meet difficulties in translating English passive sentences into Chinese.Thus,this report attempts to discuss the translation of passive voice and provide related translation techniques.Main references quoted in this report are Translating Law by Deborah Cao,Legal Text and Legal Translation by Li Kexing and Zhang Xinhong,A Course in English-Chinese Translation by Zhang Peiji,and journals from major periodicals in Chinese academic circle.In accordance with these references and for the purposes of achieving quality rendition,the specific ways of translation is translating English passive voice into Chinese passive structure,Chinese active sentence,or Chinese imperative sentence.
