Historic culture inheritance is the basic identification mark for a nation or a country.It has been said that “the life of a nation has its length when it has the past to review and the civilization of a country appears varied and wonderful when it has magnificent expressions”.historic culture inheritance is the invaluable wealth our ancestors have left us,the significant carrier of the historical memory and the important source of information for us to study social and cultural conditions at that time,thus needing careful protection.China has a long history.Hundreds and thousands of ancient cities have left splendid historic culture inheritance.Therefore,in the protection of the heritage,the local government should play a guiding role.Balancing the conflict between the protection of the heritage and urban construction,forming a virtuous circle and revitalizing the ancient cities have a far-reaching bearing on the development of the urban modernization construction of our country,especially the development of the cities along the Belt and Road.The thesis took Jingdezhen City as an example and analyzed the current situation of the protection of historic culture inheritance in the city based on in-depth investigation.The thesis employed theories such as the externality theory,public product theory and sustainable development theory to dissect aspects such as the rights and liabilities,funding and enforcement of the local government.Through thorough analysis,the author found out that there are some problems,such as the one-sided mentality of the government,inaccurate positioning and the vacancy of the functions of the government.Then the thesis made suggestions from the aspects of legislation construction,the forming of the management system,the increase of the input through diversified channels,the encouragement of the society and the public into participation,the enrichment of the forms and methods of publicity and education,the improvement of the intrinsic value of the historic culture inheritance and etc.The development of the city should be realized through the protection of the historic culture inheritance.Through development,the history should be preserved and the historic culture inheritance revitalized.The local government should establish the protection mechanism with virtuous circle as its internal impetus and in balance with the modernization of the city.Moreover,the government should perform its functions effectively in the protection of the historic culture inheritance and provide strong and firm support for the protection with the benefits of economic development,thus creating the city ID through the deep development of the historic culture inheritance,transforming cultural benefits into economic and social benefits and revitalizing the cities that have a long history.
