Studies On The Government Fuctions In The Rural Culture Inheritance And Development Of Dongyang City

The Chinese Nation has a very long history and glorious culture. As one of the majoragricultural culture cities with long history, Dongyang City has long standing rural cultures,which not only enriched and developed the culture treasury, but also formed unique excellentcultural traditions. Rural culture not only fed the elites and great men in the long history, butalso inherited and promoted the glorious chapters in the superior traditions, which stillpromotes the development of Dongyang, cultivates a lot of talents, and leads Dongyang towalk out from Zhejiang Province, and walk into the world. Promoting and developingexcellent rural cultures is the spiritual pillar which is necessary for the prospering of ChineseNation, the direction which all levels of government should put efforts in, and the necessity ofthe nowadays social development.Today’s society keeps reforming, developing and adjusting. Rural culture is alsoreforming, moving and changing in the continuous transition of the society. In thedevelopment process of rural culture, the government is also changing its policy directionsand objectives, adjusting the extent of the financial supports, and changing the functions ofthe government, which enables to establish express direction and purpose for thedevelopment of the rural culture. The changes and development of the rural culture is theresults of efforts of the government and villages. The development of the rural culture alwaysconcerns all sectors of the society. During policy makings, the government will consider thedriving forces and acting forces of culture on the country development, whether thegovernment functions properly, and whether the government appropriately propels thedevelopment of the rural culture. This paper studied whether the government propelledproperly the inheritance and development of the rural culture in Dongyang City from the twosides of the rural cultures, ie. material culture and spiritual culture, and the current situationof the development of the rural culture under the push of the government, and the governmentfunctional problems which occurs during the inheritance and development of the rural culture,and its solutions and development prospect.Proper government functions could drive the inheritance and development of the rural culture efficiently. This gives no cause for much criticism. But its effect on the rural cultureshould have some limits and ranges. Reasonable and standard government functional limitsare critical for driving the inheritance and development of the rural culture. The governmentshould guide and plan the rural culture, improve and carry out the laws and legislations,cultivate cultural talents, integrate the strengths from various sources, drive the inheritanceand development of the rural culture, and provide financial support and supervise the process.There are still some conflicts and problems of the government functions on the inheritanceand development of the rural culture. For example, the inheritance and development of therural culture lacks passions and energy. The financial support for the rural culture isinsufficient. The range of the cultural activity is relatively narrow. The laws and policies arenot well established.The government needs to expand its functional authorities, such as increasing financialsupports, improving laws, and strengthening the supervision etc., to drive the inheritance anddevelopment of the rural culture. But also the government needs to reduce some of itsfunctional authorities, such as decreasing the modes limits on the rural culture facilities,improving the flexibility, decreasing the restriction on the contents of the cultural activity,opening up and activating the activities of the development of rural cultures etc.,to make theinheritance and development of the rural culture more energetic, and stimulate the innerimpetus of the inheritance and development of the rural culture. All these will enable theinheritance and development of the rural culture to transit from governmental behaviors tovillage autonomy and government supervision, which actually realize that the village inheritsits own rural culture, and develop freely, healthily, and positively.
